Tianjin Daily Report (By Reporter Xin Xuan): With the festive atmosphere of the Lunar New Year still lingering, the construction site of Nine Dragons Paper's annual 500,000-ton natural chemical pulp manufacturing project-a technological upgrade replacing waste paper pulp-located in the Ninghe Economic Development Zone, is already a scene of bustling activity.
As a global leader in the paper industry, Nine Dragons Paper settled in the Ninghe Economic Development Zone in 2007 and has since become a key pillar enterprise in the region. In 2025, seizing opportunities arising from market shifts and adjustments in industrial policy, Nine Dragons Paper officially launched two projects with a total investment of 4.5 billion yuan: the annual 500,000-ton natural chemical pulp manufacturing project (replacing waste paper pulp) and the annual 900,000-ton high-grade kraft linerboard/recycled paper manufacturing project.
On February 28, reporters on-site observed five construction companies working simultaneously, with processes such as piling, concrete pouring, and steel bar binding proceeding in an orderly manner. It is understood that civil engineering construction for the 500,000-ton natural chemical pulp project has fully commenced, with production scheduled to begin by the end of 2026. The 900,000-ton high-grade kraft linerboard/recycled paper project has completed its project initiation; the compilation of the environmental impact assessment report and water and soil conservation evaluations are advancing steadily, and all preliminary procedures are progressing smoothly.
"These two projects not only revitalize over 1,000 mu of idle land within the factory area but also significantly enhance the company's 'green' and 'innovative' credentials," introduced a person in charge at Nine Dragons Paper. After production begins, the process will not consume fresh water; wastewater recycling rates will reach 100% with zero discharge, and there will be no additional energy consumption or pollutant emissions, achieving low-carbon clean production. Regarding innovation and upgrading, the projects will introduce top-tier international process equipment and apply advanced technologies such as oscillating magnetic levitation, ensuring environmental protection and energy consumption indicators reach leading international levels.
"We will continue to provide policy support and service coordination to accelerate the construction and commissioning of these projects. By empowering traditional manufacturing to move towards high-end and green development through technological upgrades, we aim to inject strong momentum into the region's cultivation of new quality productive forces and the realization of high-quality development," stated Wang Nan, Director of the Ninghe District Development and Reform Commission.
